What to Expect When Dow "Cuts Out" Before NASDAQ

Back in 2000, before the internet bubble popped, it was the DJIA that flashed a warning when it "cut out" from the rally.
There is at least one example in history when the 30 stocks that make up the DJIA failed to match the highs of the tech-heavy NASDAQ.
Here in 2020, the NASDAQ again hit record highs while the Dow did not.
Are we living through a third instance of a Dow/NASDAQ non-confirmation?
